MID-YEAR BONUS: Government Employees to Receive Mid-year Bonus this May 2023


In the Philippines, government employees including those working for the Department of Education (DepEd), are entitled to receive a mid-year bonus. This is in accordance with the law or executive orders issued by the government.

The mid-year bonus is equivalent to one month's basic salary and is usually given in May or June. It is intended to recognize the hard work and dedication of government employees and to help them cope with the rising cost of living.

It's worth noting that the exact details of the mid-year bonus, such as eligibility and the amount given, may vary depending on the government agency and the corresponding guidelines set by the Civil Service Commission. The Mid-Year Bonus equivalent to one (1) month basic salary as of May 15 shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in the service as of same date, to be given not earlier than May 15 of every year, subject to the rules and regulations provided under BC No. 2017-2 dated May 8, 2017.

PERFORMANCE-BASED BONUS, KAILAN IBIBIGAY NG DEPED?

In the context of the Department of Education (DepEd) in the Philippines, a performance-based bonus (PBB) is a financial incentive given to eligible DepEd employees who have demonstrated outstanding performance in achieving their targets and deliverables within a performance period.

The PBB is one of the components of the Performance-Based Incentive System (PBIS) which aims to motivate and reward government employees who have contributed significantly to the achievement of the agency's goals and objectives. The PBIS covers employees in national government agencies, including the DepEd.

The amount of PBB to be received by an employee depends on his or her individual performance rating and the overall performance rating of the DepEd. The PBB is computed as a percentage of the employee's annual basic salary and is released on a staggered basis, depending on the availability of funds and the completion of the validation and approval process.

It is worth noting that the PBB is not a regular bonus and is not automatically given to all DepEd employees. It is subject to certain eligibility criteria and performance standards set by the agency.

“Our teachers’ complaints about the overly delayed release of Performance-based Bonus 2021 (PBB 2021) are valid and legitimate. For months, the Department of Education has left us in the dark and the status of our benefits remained in the shadows while the agency devoted so much time in red-tagging our unions,” hit Ruby Bernardo, President of ACT National Capital Region Union.
The Department of Education’s (DepEd) announced only yesterday that the Performance-based Bonus 2021 (PBB 2021) for eligible DepEd employees is now undergoing assessment, with warning against “shadowy groups” who purportedly whip up “treacherous tales to ignite distrust and anger against the agency.”
“Bago pa matapos ang taong 2022 ay nagtatanong na ang mga guro sa DepEd kung kumusta na ang aming PBB 2021 pero walang sagot ang ahensya, ni-ha, ni-ho. Malinaw ang sagot ng Department of Budget and Management NCR na as of Abril 12, 2023 ay hindi pa nakakasumite ang DepEd ng mga kailangang rekisito, mula nang ideklara na eligible ang DepEd sa PBB 2021 noong Enero 26, 2023. Maliwanag na may kapabayaan dito kung kaya nababalisa na ang mga guro—atrasado ang pagsusumite ng mga rekisito kung kaya delayed ang benepisyo, at hindi nagbibigay ng update ang ahensya sa gitna ng delay,” narrated Bernardo.
“Finally, the DepEd has given an update, and, at last, it has reportedly submitted the requitements for the release of our benefits. We cannot understand, however, where its animosity to teachers who speak up for their rights is coming from, especially when the agency is yet to explain why there is delay in the release of our PBB 2021,” argued Bernardo.
“Tungkulin ng mga unyon na bantayan, protektahan at isulong ang pagkakamit ng karapatan sa paggawa ng mga miyembro nito. Sa nakaraang mga taon, napansin namin na patagal nang patagal ang pagbibigay ng PBB kung kaya kami nangangalampag:
PBB 2013- released in January 2015
PBB 2014- released in September 2015
PBB 2015- released in December 2016
PBB 2016- released in March 2018
PBB 2017- released in February 2019
PBB 2018- released in April 2020
PBB 2019- released in June 2021
PBB 2020- released in February 2022
PBB 2021- still processing as of April 19, 2023
“As such, It is only our duty to demand an explanation and an improvement in the system,” Bernardo concluded.

Guidelines on the Grant of Year-End Bonus and Cash Gift The Year-End Bonus equivalent to one (1) month basic pay as of October 31 and Cash Gift of P5,000 shall be given to entitled government personnel not earlier than November 15 of the current year, subject to the following conditions:

• Personnel has rendered at least a total or an aggregate of four (4) months of service from January 1 10October 31 of the current year; and

• Personnel remains to be in the government service as of October 31 of the same year. Those who have rendered at least a total or an aggregate of four (4) months of service from January 1 of the current year but who have retired of separated from government service before October 31 of the same year shall be granted within the month of retirement or separation, a prorated share of the: 

a) Year-End Bonus based on the monthly basic pay immediately preceding the date of retirement or separation; and 

b) Cash Gift of P5,000, as follows:

Those who have rendered a total or an aggregate of less than four (4) months of service from January 1 to October 31 of the current year and are still in government service as of October 31 of the same year, shall been titled solely to a pro-rated Cash Gift pursuant to Section 2 of RA No. 8441, as follows:

The Year-End Bonus and Cash Gift of personnel hired on part-time service in one or more agencies shall be in direct proportion to the number of hours/days of part-time services rendered. 

The Year-End Bonus and Cash Gift of personnel on detail with another government agency shall be paid by the parent agency, while those on secondment shall be paid by the recipient agency. 

The Year-End Bonus and Cash Gift of personnel transferred from one agency to another shall be paid by the new agency. A compulsory retiree, whose services have been extended, may be granted Year-End Bonus and Cash Gift subject to pertinent provisions of this Circular.

Those who are formally charged administrative and/or criminal cases which are silll pending for resolution shall be entitled to Year-End Bonus and Cash Gift until found guilty by final and executory judgment, provided that:

Those found guilty shall not be entitled to Year-End Bonus and Cash Gift In the year of finality of the decision. 

The personnel shall refund the Year-End Bonus and Cash Gift received for that year.

• If the penalty imposed is only a reprimand, the personnel concerned shall be entitled to the Year-End Bonus and Cash Gift. Monthly basic pay shall refer to the monthly salary for civilian personnel, including contractual personnel, the total daily wages for the twenty-two (22) working days a month for casual personnel (equal to the monthly salary of a regular personnel); the monthly base pay for the military and uniformed personnel, and the monthly honoraria for barangay officials and employees.

The Year-End Bonus and Cash Gift shall apply to the following positions and personnel:

All positions for civilian personnel whether regular, contractual, or casual in nature, appointive of elective, full-time or part-time, now existing or hereafter created in the Executive, Legislative and Judicial Branches, the Constitutional Commissions and other Constitutional Offices, SUCs, and GOCCs covered by the Compensation and Position Classification System (CPCS) under RA No. 6758, as amended by Senate and House of Representatives Joint Resolutions No. 1, series of 1994 and No. 4, series of 2009, and in LGUS: and Military personnel of the Armed Forces of the Philippines under the Department of National Defense and uniformed personnel of the Philippine National Police, Philippine Public Safety College, Bureau of Fire Protection, and Bureau of Jail Management and Penology of the Department of the Interior and Local Government; Philippine Coast Guard of the Department of Transportation and Communications, and National Mapping and Resource Information Authority of the Department of Environment and Natural Resources.

Public School Teachers to receive P1,000 as World Teachers’ Day incentive: DepEd

Inihayag ng Department of Education (DepEd) na ang mga guro sa pampublikong paaralan sa buong bansa ay patuloy na makakatanggap ng P1,000 bilang World Teachers’ Day (WTD) incentive.

"Ipagpapatuloy natin ang pagbibigay ng P1,000 incentive para sa pagpupugay sa ating mga guro," sabi ni DepEd Spokesperson Michael Poa sa isang press conference noong Huwebes, Setyembre 8, 2022.

Alinsunod sa pangako ng gobyerno na susuportahan ang mga guro para sa kanilang dedikasyon sa paghahatid ng de-kalidad na edukasyon, binibigyan ng DepEd ang mga guro ng World Teachers’ Day Incentive Benefit (WTDIB) sa halagang P1,000 bawat guro sa pampublikong paaralan.

Noong 2021, ang kabuuang halaga ng WTDIB ay P910 milyon sa halos isang milyong guro sa bansa (Public Schools). Ang insentibong ito ay ipinakilala sa administrasyon ni dating Deped Secretary Leonor Magtolis Briones. Ang pagbibigay ng 1K bawat guro sa World Teachers' Day Celebration ay bilang pagpupugay sa mahalagang papel ng mga tagapagturo sa pagtugon sa mga hamon sa sektor ng edukasyon.

Noong Setyembre 5, pormal na inihayag ng DepEd ang pagsisimula ng isang buwang pagdiriwang ng 2022 National Teachers’ Month (NTM).

Noong Setyembre 6, ang 2022 National Teachers’ Month NTM kick-off celebration ay pinangunahan ng Schools Division ng Davao Del Norte.

Sinabi ni Poa na isang programa ang gaganapin sa Oktubre 5 na siyang culmination din ng National Teachers’ Month (NTM) at pagdiriwang ng National Teachers’ Day sa Pilipinas at World Teachers’ Day sa buong mundo.

Sa pag-uulit ng mensahe ni Vice President at Education Secretary Sara Duterte sa NTM kick-off, binigyang-diin ni Poa ang mahalagang papel ng mga guro sa pagbuo ng ating bansan. “Napaka-importante po talaga ng papel na ginagampanan ng ating mga guro sa pagpapaunlad sa ating bansa (The role played by our teachers in the development of our country is very important),” saad ni Poa.

“Sila po ang katuwang ng ating mga magulang at pati rin ng ating pamahalaan para mahubog ang ating mga kabataan at para makamit nila ang kanilang mga pangarap." dagdag niya. Sinabi ni Poa na kinikilala rin ng DepEd ang sakripisyo, dignidad, at integridad ng mga guro. “And that is why hindi po tayo napapagod na makinis sa kanilang mga hinaing (we will never get tired of listening to their grievance),” he added. 

Bagama't hindi mareresolba ng DepEd ang lahat ng kanilang problema at alalahanin sa magdamag o sa mga susunod na linggo, sinabi ni Poa na bahagi ng ahensya ang nagsisikap na tugunan ang kanilang mga problema. "Sana, mabigyan natin sila - sa pagtatapos ng ating termino - isang mas kaaya-aya na kapaligiran sa pagtuturo," sabi ni Poa.

Narito ang bagong Salary Tranche sa susunod na taong 2023. Sa batas na ito, ang mga manggagawa sa gobyerno ay magkakaroon ng karagdagang umento sa kanilang mga sahod. Ito ang panghuling tranche mula sa Salary Standardization Law V na ipinasa bago matapos ang administrasyon ni Pangulong Duterte.

Ang Senate Bill No. 1219 ay pinamagatang "Modifying the Salary Schedule For Civilian Government Personnel and Authorizing the Grant of Additional Benefits, and For Other Purposes"" at ang Batas na ito ay tatawaging "Salary Standardization Law of 2019". 

Tala ng Editor: Noong Disyembre 10, 2019, ang Senate Bill No. 49 na pinamagatang “Pagsasaayos ng Iskedyul ng Salary ng mga Sibilyang Tauhan sa Gobyerno, at Para sa Iba Pang Layunin" (Ang Batas na ito ay dapat kilalanin bilang "Salary Standardization Law V") ay pinalitan sa pamamagitan ng Senate Bill No. 1219 sa ilalim ng Committee Report No. 26. Ang SB 1219 ay naaprubahan sa Ikatlong Pagbasa noong Disyembre 16, 2019 (Pagboto: 21). Habang noong Disyembre 18, 2019, inaprubahan sa Ikatlong Pagbasa ang House Bill No. 5712 (Pagboto: 187-5).
